Shuffle Speak (#5538)

Shuffles 6 languages (Deku, Gerudo, Goron, Hylian, Kokiri, Zora) to learn before being able to use Speak command with actors of that type. Other actors can still always initiate speech

Owl speaks anything (relevant for owl flights)
